Microsoft expands sovereign cloud with disconnected AI and offline productivity
Microsoft is rolling out a full “sovereign private cloud” stack that lets organisations run large AI models and productivity tools entirely offline, targeting governments and highly regulated sectors.

The update centres on three components: Azure Local disconnected operations, Microsoft 365 Local disconnected and Foundry Local with support for large multimodal models. Together they form what Microsoft describes as a full-stack sovereign private cloud spanning infrastructure, productivity and AI under customer-defined policies.
In practice
Azure Local disconnected operations lets organisations run mission-critical infrastructure with familiar Azure governance and policy controls, but inside customer-operated data centres and with no dependency on Microsoft’s public cloud. This is designed for sovereign, classified or otherwise isolated environments where external connectivity is not acceptable.
Microsoft 365 Local disconnected brings server workloads such as Exchange Server, SharePoint Server and Skype for Business Server into the same sovereign boundary. Microsoft has committed to supporting these local productivity servers through at least 2035, keeping email, files and collaboration inside the customer’s operational perimeter.
Foundry Local now adds support for multimodal, large-scale AI models running on customer hardware using GPUs from partners like NVIDIA. This enables powerful local AI inferencing and APIs to run completely within customer-controlled data boundaries, bringing enterprise-grade generative AI capabilities to fully disconnected, sovereign environments.

The clear winners are governments, defence and intelligence agencies, and highly regulated industries that need strong digital sovereignty but still want modern cloud and AI tools. For markets where digital sovereignty is a strategic necessity, the new stack promises more autonomy and trust without sacrificing capability.
Organisations fully committed to public cloud-first strategies may see fewer immediate gains, as disconnected operations add complexity they do not need today. However, Microsoft’s focus on connected, intermittently connected and fully disconnected modes suggests that flexible, sovereignty-aware cloud architectures will become more common over time.
